Public spaces protection orders (PSPOs) are intended to deal with a particular nuisance or problem, in a specific area, that is detrimental to the local community’s quality of life.
PSPOs impose conditions or restrictions on people using that area to deal with particular issues, such as the consumption of alcohol in a defined area.
There are five areas within Mole Valley which are covered by PSPOs:
Cotmandene is located to the south of the High Street in Dorking town centre with access from Moores Road, Dene Street and Chart Lane.
The PSPO is in force until 10 January 2026.
The PSPO applies the following conditions within the area it covers (shown in the map):
parking on the grass and verges is not permitted in the area coloured blue. (The verge is defined as a change in the road surface.)
dog fouling is not permitted in the area outlined in red
The parking restrictions of the PSPO do not include roads.
Double yellow lines and parking restrictions are enforced in the normal way, and any changes to these remain the responsibility of Surrey County Council. Obstructive parking on the pavements remains the responsibility of Surrey Police.

Requesting a Temporary Exemption
There may be exceptional circumstances which necessitate access or parking on the areas marked in blue on the map.
In these cases, a formal request must be made in writing no later than 28 days in advance to asb@molevalley.gov.uk, outlining the reasons.
If permission in writing is not given, and there is no other reasonable excuse for failing to comply with the PSPO, then the breach will be enforced in the normal way.
Breach of the PSPO will be enforced by the issuing of a fixed penalty notice or formal prosecution.
Disputes about enforcement
See Fixed Penalty Notices for more information. Arguments over the adequacy of signage or the legal basis for the FPN would not be relevant grounds.

Kingston Road Recreation Ground, Leatherhead is located at Kingston Road, Leatherhead, KT22 7PZ.
The PSPO is in force until 24th April 2026.
The PSPO applies the following conditions within the area it covers (shown in the map):
Controlled Alcohol Zone – although it is not an offence to drink alcohol in the recreation ground, it is an offence to fail to comply with a request by an authorised officer to stop drinking or surrender alcohol;
it is an offence to be verbally abusive to any person, or to behave in a way that causes harassment, alarm or distress;
it is an offence to use any drugs or intoxicating substances, except where an exemption is provided for in the order

Although it is not an offence to drink alcohol in Leatherhead Town Centre, it is an offence to fail to comply with a request by an authorised officer to stop drinking or surrender alcohol.
The PSPO is in force until 19 October 2026.

Meadowbank Recreation Ground is located behind St Martin’s Walk in Dorking town centre with access from Mill Lane, Ashcombe Road, London Road, Chalkpit Lane, Rothes Road and Fairfield Drive.
The PSPO is in force until 17 October 2026.

The following measures are in place under the current PSPO for Meadowbank Recreation Ground, within the shaded area on the map:
Controlled Alcohol Zone – although it is not an offence to drink alcohol in the recreation ground, it is an offence to fail to comply with a request by an authorised officer to stop drinking or surrender alcohol
Controlled Dog Zone – it is an offence for dog owners not to pick up dog faeces, with the exception of owners of assistance dogs. It is an offence to bring dogs into the fenced and gated area of Meadowbank Playground, again, with the exception of assistance dogs. It is also an offence not to put a dog on a lead in the shaded area on the map when required to do so by an authorised officer
It is an offence to be verbally abusive to any person, behave in a way that causes harassment, alarm or distress, and misuse of any drugs or intoxicating substances within the boundaries of the PSPO
Littering is not included as an offence in the PSPO, as it is already covered by other legislation.

Breach of PSPOs will be enforced by the issuing of a fixed penalty notice or formal prosecution.
