Pay, View or Appeal a Parking Ticket

We promote good parking behaviour through enforcement activities and penalise people who park illegally.

The council’s civil enforcement officers take a reasonable and fair approach to enforcement. If you have received a Penalty Charge Notice (PCN) and feel in any way aggrieved at it being issued, there is an appeals procedure which ensures that your PCN will be reviewed.

Body worn cameras

Please note that our Civil Enforcement Officers (CEO) are now equipped with body worn cameras. This is to protect their health, safety and welfare. The cameras will only ever be activated when a CEO feels it is necessary due to threatening or anti-social behaviour and will warn in advance that the camera is going to be turned on.

Paying a parking ticket (PCN)

You will need your:

  • PCN number
  • vehicle registration number

Please wait 24 hours from when the ticket is issued before making a payment.

If you pay your fine within 14 days of receiving the PCN, the fine will be discounted by 50% to either £25 or £35.

If this payment is not received within the 14 day discounted period however, the full charge of £50 or £70 will apply.

Appealing a parking ticket

If you have received a PCN but wish to appeal its issue, you should do so within 14 days of the date of your PCN. You will need your:

  • PCN number
  • vehicle registration number

Breathing space

The Debt Respite Scheme (Breathing Space) will give someone in problem debt the right to legal protections from their creditors.

We will receive notifications of customers living in Mole Valley who have approached a debt advice provider regarding Breathing Space. On receipt of these notifications all recovery action is suppressed for a period of two months.

Any cases that sit with one of our Enforcement Agents will also be updated and they will be instructed to have zero contact with the debtor during that two month period.

Please ensure you quote the PCN reference number and include a name and address in your correspondence.

Whilst the appeal is being considered, your case will be placed on hold. If your appeal is unsuccessful you may still have the opportunity to pay at the 50% reduced rate for a further 14 days from the date of your ‘no cancel’ response.
