Self-Build Register

We are required to keep a register of the people that are interested in acquiring a plot of land to build their own home.

This information will provide us with an indication of the demand for self-build and custom build homes in Mole Valley, which will be considered in relevant decisions including the preparation of the new Local Plan.

The register is in two parts; and the applicant will be advised on completing the form which category they fall into.

We do not provide or seek to purchase land for the development of self-build and custom homes. Those on the register are not guaranteed a plot of land to develop, however may be contacted about self-build opportunities if they arise.

Who can be entered onto the register?

The criteria for entry onto the Register is set out in the Self-Build and Custom Housebuilding Act 2015.

To be eligible, an individual must:

  • be aged 18 or over;
  • be a British Citizen, a national of an EEA State, or a national of Switzerland;
  • satisfy any financial viability test set by MVDC;
  • pay the assessment fee for entry onto the Register and any applicable annual renewal fee; and
  • be seeking to acquire a serviced plot of land in Mole Valley to build a house to be used as a sole or main residence.

An association is eligible for entry if each member meets the criteria set out above.

Local eligibility conditions

In addition to the above criteria, we have set local eligibility conditions.

To be eligible for Part 1 of the register, an individual must:

  • have lived in Mole Valley for the last two years; or
  • have been employed in Mole Valley for more than 16 hours per week for the last two years; or
  • have close family who have lived in Mole Valley as their main place of residence for the last five years and need the support of the close family or the close family needs the support of the applicant; or
  • have been in the service of the regular armed forces of the Crown or have left the service of the armed forces for a period of five years or less.

An association is eligible for Part 1 of the Register if each member meets the criteria set out above.

We are required to give suitable development permissions for enough serviced plots of land to meet the demand for those on Part 1 of the register within a certain time period.

There is no requirement to provide for those on Part 2, however we will still consider the demand of those on Part 2 when carrying out relevant functions.

Application fees

A £25 assessment fee is payable to join the register. From 6 April 2024 this will increase to £31.70.

Additionally, a £10 renewal fee is charged annually for those on Part 1 of the Register. From 6 April 2024 this will increase to £22.30.

Notification of when this fee is due will be sent by email.

Failure to pay the fee within a 28 day period will result in the entry being removed from the Register.
