Mole Valley prides itself on the relationship which we have with our private rented sector landlords and letting agents. We are here to provide advice and assistance in matters such as landlord and tenant legislation; environmental health aspects and planning requirements.

We also run a successful rent deposit scheme where we help landlords find the right tenants for their properties, offering incentives which are detailed below including free inventory services; tenancy sustainment and cash sums.  This scheme has been in operation for 20 years and helped house hundreds of households during this time.

The Renters’ Rights Act 2026: What You Need To Know!

The Renters Rights Act is bringing many changes to the private rented sector and it is important that landlords are aware of their responsibilities and requirements under the new legislation.  We are keen to help landlords understand and navigate the legislation to prevent any unintentional breaches of the Act.  With this in mind we have recently held a number of landlord events to help explain the changes that are coming. The most important thing for all landlords to be doing between now and the 31st May is sending the Governments information sheet out to all of your tenants that have a written tenancy. As highlighted in the slides from the 8th April , there are certain rules about how to do this which must be followed, otherwise you risk being in breach of the legislation and would be subject to a £7000 fine.  Some things to be aware of are on the slides but also highlighted below:

  • The information sheet must be given to all of your tenants
  • You do not need to give this to lodgers
  • If you have a letting agent managing your property then they still must give it to the tenant even if you have already done so
  • 1 sheet is required for every tenant on the tenancy agreement
  • It is only valid when downloaded from the following page here
  • It must be given by 31 May 2026 or face a fine of up to £7k
  • You must either provide a hard copy (posted or given by hand) or send a PDF electronically as an attachment to an email or text message
  • Emailing or texting the link will NOT be valid
  • You do not need to amend your current tenancy agreement

If you have a verbal agreement you cannot use this sheet but instead must provide your tenants with written information on the key terms of the tenancy. A slide with more details on how to do this is included in the slides of the 8th April Landlords Forum. Again, non-compliance with this  – this time by the 28th May – will lead to a breach of the legislation and a fine of £7000.

HomeChoice Plus is our private rented scheme. It’s standard offer to landlords includes:

  • 5 week rent deposit bond meaning no need to register deposits with a tenancy deposit protections scheme.
  • Arrears and Damages Guarantee – this is an addition to the bond which can be claimed if the bond is exceeded. This is the equivalent of a months rent.  A 12 month tenancy is required.
  • Free inventory service with a registered company paid for by the Council.
  • 12 months tenancy sustainment.
  • Free right to Rent checks.
  • Close links with colleagues in the DWP and Housing Benefit.

In addition to our standard offer we are also offering the following for properties let from 1 January 2025

  • Cash incentives for any new properties let through the scheme
  • Cash incentives for any properties relet through the scheme where the rent is at Local Housing Allowance levels for the property size
  • Introduction ‘thank you’ payment
  • Two weeks void period payment on relets through the scheme

If you qualify for a cash incentive the amounts offered will be as follows;

  • HMO – £400
  • Studio or 1 Bedroom – £500 – £750 Based on Size
  • 2 Bedroom – £1000
  • 3 Bedroom – £1500
  • 4 Bedroom – £2000

The Council will pay £250 to any letting agent or landlord who introduces a new landlord to the Council which results in a successful let through the Home Choice Plus scheme.

Where a tenant leaves your property but you agree to the Council finding a new tenant for you, you will qualify for a payment equivalent to 2 weeks rent during any void period that you have.  This payment will be made following a successful relet of the property.
