Displaying Information in Town Centres

We can display promotional material such as banners for local, not-for-profit, community and charitable events, such as village or church fetes, school open days, amateur sports days, business networking events or music concerts.

This includes educational, religious, cultural, recreational or social events (but not commercial events).

We cannot display information relating to political messages or commercial advertising.

Banner sites

There are overhead banner sites on Dorking High Street and Leatherhead High Street which are available to book for fortnightly periods.

Booking Terms

  • Consent for use of the banner sites is given by MVDC with the permission of Surrey County Council and in line with the Highways Act 1980, section 178. Its purpose is to prevent, as far as possible, damage and injury to persons using the highway, which might arise if the placing of banners was unregulated.
  • Consent given by MVDC under these provisions will have attached to it a series of terms and conditions with regard to the banner. The requirements are thought to be fair and reasonable, bearing in mind the need to protect the public and the applicant, and also in the event of any claim arising as a consequence of placement.
  • There may be circumstances in which MVDC might refuse to give consent for use of the banner site(s). In which case the reasons for refusal will be clearly given. MVDC cannot permit banners which display information relating to political parties or commercial advertising.
  • MVDC can permit banners which display promotional material for local, not-for-profit, community and charitable events, such as village or church fetes, school open days, amateur sports days, business networking events or music concerts. This includes educational, religious, cultural, recreational or social events (but not commercial events).
  • MVDC may remove the banner if it becomes unsafe. The cost doing so may be recovered from the applicant.
  • The acceptance or refusal of a banner application is at the sole discretion of MVDC.
  • MVDC reserves the right to remove this service or to change the Terms & Conditions at any time.
  • Damage to banner sites or other unforeseen factors may affect your application. You will be contacted in the event of any changes.
  • Public Liability Insurance should insure against any liability from any accident arising out of, or in connection with, the display of the banner. The policy should be for the minimum sum of £10,000,000 limited to any one accident, unlimited in total.
