NCIL: Neighbourhood Fund
The Neighbourhood Fund is funded by the Community Infrastructure Levy (CIL). This is a levy imposed on developers when new homes or retail space is built in in Mole Valley.
The neighbourhood portion of CIL can be used to support the development of the area, or any part of that area, by funding—
- the provision, improvement, replacement, operation or maintenance of infrastructure; or
- anything else that is concerned with addressing the demands that development places on an area.
The Neighbourhood Fund is for such provision in the locations outside parish council areas. It funds local infrastructure improvements in the following “Neighbourhood CIL Zones”: Ashtead; Bookham; Fetcham; and Leatherhead in the north, and Dorking; Box Hill; Pixham/Westhumble; and Westcott in the south. In parished areas, the neighbourhood portion of CIL is passed directly to the Parish Council and funding requests for projects in those areas should be directed to the appropriate parish council clerk.

Community Infrastructure Levy Dashboard
We expect applications to come from not-for-profit organisations. Applicants may include:
- statutory infrastructure providers
- state schools
- community groups
- registered charities
There are three rounds of funding every year (spring, summer and winter). The next deadlines are:
- Winter: 1 October 2025
- Spring: 2 February 2026
- Summer: 1 June 2026
