Council Tax Leaflet 2026 – 27 – Digital Version

Residents of Mole Valley will be receiving copies of an informational leaflet, along with their Council Tax bill, by post from March 2026.

This webpage is a digital version of the leaflet.

I am immensely proud to see Mole Valley named the most successful council in England for preventing homelessness for the first quarter of 2025, and 5th best in the second quarter of that year. We also signed a poverty pledge to strengthen support for vulnerable residents.

1500 sessions were attended during our free summer holiday activities programme, playground refurbishment plans are taking shape and regeneration work continues with the Swan Centre, Bull Hill and Dorking’s Foundry site. The next phase of works at Dorking Halls is set for this spring and Pippbrook House continues to grow as a cultural hub.

We will continue to deliver on the plans and objectives set out in the 2026 – 27 Annual Plan – our final one as your local council – ahead of the East Surrey Authority taking over in April 2027.

Annual Plan Projects

Based at the Swan Centre in Leatherhead, the hub provides advice, guidance and coaching to those who are unemployed, facing redundancy or struggling to sustain paid work. Working with local employers, training providers and other organisations, the Hub’s support helps to tackle barriers to work and connect residents of all ages to training and education opportunities, opening access to new skills and sustainable employment.

We’ve invested over £4m in 2024 to repair and improve Dorking Halls. The second phase of the works involves major upgrades to mechanical and electrical systems, stage engineering equipment and the installation of solar panels to support the venue’s long-term sustainability goals and reduce carbon emissions. Dorking Halls will close from late April and re-open in time for the panto season.

We invest money collected from developers through the Community Infrastructure Levy (CIL) to support community-led projects and essential infrastructure like transport, education, and healthcare. If you have a project idea that could benefit your local community, now is the time to get involved. Community groups, parish councils and local organisations are invited to apply for funding to help deliver improvements that matter most to residents.

Towards the end of 2025 a planning application for the regeneration of the Swan Centre and Bull Hill was submitted to the Local Planning Authority by The Leret Partnership (the joint venture between MVDC and Kier Property Developments); a statutory consultation period followed in December/January. It is anticipated that a decision on the planning application will be made later this year by the MVDC Development Management Committee.

We’re investing £3.9m from our Strategic Community Infrastructure Levy of which £3.4m will be used to upgrade parks and recreation grounds across Ashtead, Bookham, Dorking, and Leatherhead. This major programme begins this year and supports the housing growth set out in Mole Valley’s Local Plan.

Plans include a new destination playground in Leatherhead, creating a standout space for families and children to enjoy.

Our Summer Holiday Activities programme for 0-16s will return in 2026. Last year saw 16 different activities on offer, from sports to arts and crafts, with 1500 individual session attendances completed.

Additionally, our Sports Club Access Scheme is helping to reduce the financial barriers between young people and the chance to try a new sport with the help of a grant to use at a variety of sports clubs across the district.

Following our climate change andbiodiversity strategies, we are working together to build a greener, more sustainable future for Mole Valley.

With 56.4% of all waste being recycled, composted or reused, Mole Valley is once again beating both the national average (42.3%) and Surrey average (54.5%) for recycling. Across Surrey, less than 0.2% of the total waste went to landfill, placing the county 6th out of 29 areas in England. Keep up the good work!

Activities to increase biodiversity are also well underway, including the digging of new ponds, introduction of
wildlife-friendly and drought-tolerant planting, and minimising the use of
herbicides.
