How to Submit a Planning Application

Planning applications to Mole Valley District Council (MVDC) can be made in a variety of ways including online via the Planning Portal website, or by downloading a form and sending it to MVDC's office.

Making an online application

You can apply to MVDC for planning permission using the Planning Portal website, which enables you to complete, save and send applications electronically without needing to make multiple paper copies. The portal's service will also let you:

  • create a site location plan (compulsory for all applications)
  • attach supporting documents (such as plans and photographs)
  • pay the application fee online (where required)

Help and guidance in the form of notes and video tutorials are available, if needed, when submitting your application. More information can be found by visiting the 'Make a planning application via the Planning Portal' page and, if you haven't used the service before, please visit the 'Planning Portal login and registration' page (see 'Internet Links'). Once you have registered, or if you are an existing user, login and follow the instructions.

Following a period of public consultation in 2014, MVDC adopted a Planning Application Local Validation Checklist (see 'Downloads'). The document details the national and local information requirements when making a planning application to MVDC. Applications that do not include all of the correct information cannot be validated, which can result in delays to you and your development.

All applications must include copies of a location plan based, on an up-to-date map at a standard metric scale. The application site should be edged clearly with a red line. Location maps must not be a Land Registry document. More information on requirements, including maps, can be found by visiting the links 'Maps, Plans & Planning Applications: What to Submit' and 'Guidance Notes: Making a planning application online' (see 'Internet Links'). You can purchase site location plans for anywhere in the country through the National Map Centre website (see Buy maps online under 'Internet Links'). Alternatively, maps can be purchased in person at MVDC's Pippbrook offices in Dorking.

The planning fees can be calculated using the Planning Portal's Fee Calculator (see 'Internet links'), or downloaded from the Planning Portal (see 'Internet links'). If you are uncertain how the scale of fees applies to your proposal, please call email or call 01306 885001.
