Leatherhead Town Centre Businesses and Low Paid Worker

The Swan Centre Business and Low Paid Worker Parking Scheme is a trial scheme running until 30th November 2022. Mole Valley District Council's (MVDC) Parking Strategy identifies that parking is fundamental to people accessing our town and village centres to work, shop and enjoy other leisure activities.  This pilot seeks to make more efficient use of the Swan Centre car park and will enable better analysis of how to best balance the needs of shoppers and businesses. 

The scheme enables eligible businesses and low paid workers to apply for a permit which will be valid on Level 6 of the Swan Centre car park from Monday to Friday between 8am - 6pm.

Leatherhead town centre businesses will be issued with a Gold permit at £268.74 per quarter which also allows the permit holder to park in any other MVDC long stay car park in Mole Valley from Monday to Saturday between 8am - 6pm. Small Leatherhead town centre businesses with 20 employees or less can apply for a Silver permit at £168.75which is restricted to the Swan Centre car park from Monday to Friday and Randalls Road car park on Saturdays.

Leatherhead town centre Low Paid Workers will be issued with a Bronze permit at £43.74 per quarter which also allows the permit holder to park in Randalls Road car park on Saturdays.

Terms and Conditions   

  1. Qualifying Criteria – To be eligible for a permit to park in the Swan Centre, applicants must be one of the following:   
    1. A Leatherhead Town Centre Business: 


      1. The applicant must be a businesses located in Leatherhead town centre. A map is held by the Parking team which defines the Business Area Boundary and this can be made available upon request.    

      1. Permits can only be used by staff who need to drive a minimum of 2 miles from their place of residence to the Swan Centre.  It is the responsibility of the applicant to verify that the permit users live further than 2 miles from the Swan Centre.  

      1. A maximum of 3 permits will be issued to any one business.

      1. MVDC reserves the right to vary these criteria depending on demand and availability.

    1. A Low paid worker who works in Leatherhead Town Centre and who:          
      1. drives a minimum of 2 miles from their place of residence to their place of work;

      2. earns less than the National Living Wage plus 10% (should earnings increase above this figure you will no longer be eligible for the permit)

Low paid worker applicants will need to provide MVDC with documentary proof that their income is less than the National Living Wage plus 10%. Evidence may include:

    • Copy of a recent payslip
    • A letter on headed paper from your employer confirming your place of work and the hourly rate which you are paid
    • A copy of your contract of employment

MVDC reserves the right to carry out spot checks on permit holders by requesting proof of their income at any time. If requested to do so, permit holders must produce evidence of their income within 10 working days of such request. Failure to produce the required evidence may lead to MVDC revoking the permit.

  1. The permit will be valid until November 2022.  
  2. The permit validity is restricted to the Swan Centre car park from Monday to Friday excluding Bank Holidays. Gold permit holders can also parking in any other MVDC long stay car park from Monday to Saturday. Bronze and Silver permit holders may also park in Randalls Road car park on Saturdays.
  3. The permit must be displayed in the front windscreen of the vehicle so that it is clearly visible at all times. 
  4. Failure to display a valid permit will result in a Penalty Charge Notice being issued.
  5. Reminders regarding the expiry of permits will not be sent. 
  6. A permit does not guarantee a parking space.           
  7. MVDC reserves the right to refuse issue of a permit. 
  8. Permits may only be used on level 6 of the Swan Shopping Centre car park. If permit holders park on other levels, a Penalty Charge Notice will be issued.  
  9. Permit holders are encouraged to minimise the usage of the Sainsbury’s lifts unless they are using the store. 
  10. MVDC reserves the right to cancel a parking permit at any time subject to giving the permit holder seven days written notice. Where MVDC cancels a parking permit a pro-rata refund for the remaining full months of the permit will be made. Where a permit is cancelled because of fraud or misuse the permit holder will not be eligible for a refund. 
  11. The permit may only be used for vehicles licensed as private or goods vehicles less than 5 tonnes. 
  12. MVDC's current Off-Street Parking Orders apply to the use of permits. These are available upon request at Pippbrook Council Offices Dorking.
  13. A permit may be cancelled by the permit holder at any time. However, if the permit is cancelled once the permit period has started, refunds can only be obtained on the full calendar months remaining. The original permit must be returned before the refund is issued. 
  14. Permit applications for Swan Centre permits must be made by email to parking@molevalley.gov.uk with the required supporting evidence. MVDC is not able to process permit applications on a ‘while you wait’ basis at the Council Offices.
  15. Exclusion of liability - MVDC does not undertake to supervise the parking place and will not accept any liability for loss or damage to motor vehicles or their contents howsoever caused, or injury to any person howsoever such injury is caused, unless or to the extent caused by proven negligence of MVDC its representatives or agents.
  16. A permit holder shall surrender a permit on the occurrence of any of the following: 
      1. The permit holder ceases to work for the business in respect of which the permit was issued 
      2. The business in respect of which the permit was issued relocates outside of the

Leatherhead town centre area as defined in Appendix 1

      1. The issue of a replacement permit by the Council 
      2. The revocation of the designation of parking places to which the permit relates or the occurrence of any of the events listed in clause 13 


  1. Variation of Terms and Conditions - By applying for or purchasing any type of parking permit, the applicant: 


    • Certifies that all the information that the applicant has given in the application process is correct; 
    • Accepts the MVDC’s terms and conditions as varied from time to time; and 
    • Agrees to be bound by and comply with the relevant Off-Street Parking Orders and Traffic Regulation Orders which may be varied from time to time 

MVDC reserves the right to amend these terms and conditions, application procedures and the relevant Traffic Regulation Orders and at any time.    

Any contravention of these Terms & Conditions will render the permit invalid and a Penalty Charge Notice may be issued.


  1. Data Protection and Fair Processing Notice for Forms  


      1. MVDC is under a duty to protect the public funds it administers, and to this end may use the information you have provided on this form for the prevention and detection of fraud. It may also share this information with other bodies responsible for auditing or administering public funds for these purposes.  


      1. MVDC will investigate any cases of suspected fraud or misuse of the Permit. If MVDC finds evidence of fraud or misuse it will suspend the Permit and withdraw the facility to purchase Permits. MVDC may also cancel Permits already purchased, which may render the Vehicle owner liable to pay a penalty charge and possible Vehicle removal & storage fees. MVDC may also prosecute where they consider that fraud or intentional misuse has taken place.
