Concessionary Permit: Temporary Disability

Concessionary Temporary Disability permits are for residents who are temporarily disabled, for example awaiting a hip replacement and allows them to park in Mole Valley District Council (MVDC) owned car parks free of charge. Concessionary permits are not valid anywhere on-street. The permit costs £50.

MVDC owns car parks near the shopping centres of Dorking and Leatherhead, as well as adjacent to the shopping areas of Ashtead and Bookham.

Each car park operates on a 'Pay & Display' charging system, but any person who is permanently disabled or displays a valid Concessionary permit (temporary disability) may park in any of the marked spaces free of charge. The majority of these car parks have disabled bays sited as close to the shops as possible.

Concessionary permits (temporary disability) are also valid in the Swan Centre Car Park, Leatherhead disabled bays without time limit. You can find the specially marked bays on levels two and four.


MVDC will issue a Concessionary Temporary Disability permit to anyone who is eligible and wants to purchase this permit. The permit costs £50 and will be issued for a six month period and cannot be renewed beyond six months.

You will need to obtain confirmation from a consultant or a doctor supporting your application. You are able to apply for this permit if you are the partner or carer on behalf of the individual who is physically disabled.
