Brownfield Land Register
The Town and Country Planning (Brownfield Land Register) Regulations 2017 require all local planning authorities to prepare and maintain a Brownfield Land Register.
The purpose of the Register is to provide up-to-date, publicly available information on previously developed ("brownfield") sites which have been assessed as being appropriate for residential development. To be included on the Register, sites must be at least 0.25ha in size or considered capable of supporting a minimum of 5 dwellings. The land must be available for residential redevelopment and such development must have been evaluated as being suitable and achievable in that location.
Mole Valley District Council (MVDC)'s Brownfield Land Register has been compiled from a number of sources, including sites which are allocated in local development plan documents, sites for which planning permission exists and other sites known to the Council. The latter include brownfield sites included in the Transform Leatherhead Masterplan and/or appropriate sites identified in MVDC's Brownfield Land Availability Assessment 2017 (see 'Downloads').
A report on creation of the Brownfield Land Register, including the site selection process, was considered and agreed by MVDC's Executive on 28 November 2017. The Register was updated in December 2018, removing sites which have been developed or are under construction, and adding new brownfield sites which had been granted planning permission for residential development since December 2017. All of the sites added in December 2018 have planning permission.
The Brownfield Land Register is in two parts. Part 1 lists all brownfield sites in the District which have been assessed as being appropriate for residential redevelopment, using the tests set out in the 2017 Regulations. Sites for which planning permission has not yet been granted will be considered further during preparation of the Future Mole Valley Local Plan and/or through consideration of a planning application in the normal way.
At this stage, MVDC has decided not to granted Permission in Principle in respect of any of the sites in Part 1. Therefore no sites are included in Part 2 of the Brownfield Land Register.
The Brownfield Land Register is available to download in CSV format (see 'Downloads'). This provides all the data required to comply with the July 2017 DCLG document "Brownfield Land Registers Data Standard: Preparing and Publishing a Brownfield Land Register".
A PDF version of the Register, providing key information about each site, including plans showing site boundaries, is also available to download.
