Capel Neighbourhood Development Plan

Mole Valley are inviting comments on the draft Neighbourhood Plan for the wards of Beare Green, Capel and Coldharbour until Tuesday 4 April 2017.

(Parish) Wards of Beare Green, Capel and Coldharbour Draft Neighbourhood Development Plan Consultation and Examination.

Capel Parish Council has prepared a Neighbourhood Development Plan (NDP) covering the three parish wards of Beare Green, Capel and Coldharbour. The NDP contains policies and land allocations about housing, employment and environmental issues.

An earlier draft version of the NDP was consulted upon by Capel Parish Council last summer. The Parish Council took account of representations made at that time and has revised and amended the plan. The revised NDP has been submitted to Mole Valley District Council (MVDC) which is now required to publicise the plan and make the arrangements for it to be independently examined.

How to make representations

Representations on the NDP should be made on a comments form (see 'Downloads').

Copies of the comments form are available at Pippbrook, Dorking or the Capel Parish office.

Completed forms should be emailed to planning.policy@molevalley.gov.uk or sent by post to MVDC, Pippbrook, Dorking, Surrey, RH4 1SJ.

Representations must be made by Tuesday 4 April 2017.

Please note that all representations received will be made available for public inspection, and a copy will be forwarded to the independent examiner.

What happens next

MVDC will appoint a suitably qualified independent person to examine the NDP, the evidence on which it is based and the representations that are received. The role of the examiner is to advise MVDC whether the NDP meets basic conditions of soundness, such as complying with national polices and planning advice; being sustainable, being in general conformity with the Mole Valley Local Plan; and compatible with other legislation.

The examiner can recommend one of the following options: that the NDP is sound and should go forward to a referendum in the form that it has been submitted; that it requires modification before going forward to a referendum; or that it is unsound and should not proceed to a referendum.

If the NDP is successful at examination, it will proceed to a referendum at which you will be asked: "Do you want Mole Valley District Council to use the Neighbourhood Development Plan for Capel to help it decide planning applications in the neighbourhood area?" If over 50% of those who vote say "Yes" the NDP will be adopted by MVDC.
