Caravan Sites

Mole Valley District Council (MVDC) licences approximately 40 mobile home and caravan sites in the district. Most sites only have one or two mobile homes, but one has over 200.

The sites are subject to licensing conditions to protect residents from the spread of fire and provide specified site facilities.

The occupier of land must not allow his or her land to be used as a caravan site (for human habitation) unless he or she holds a site licence.

There are exemptions from the need to hold a licence:

  • agricultural and forestry workers
  • building and engineering sites
  • gypsy sites occupied by county councils or regional councils
  • meetings organised by exempted organisation
  • sites approved by exempted organisations
  • sites occupied and supervised by exempted organisations
  • sites occupied by the licensing authority
  • use by a person travelling with a caravan for one or two nights
  • use of holdings of five acres or more in certain circumstances
  • use within curtilage of a house

Please note that even if a caravan is exempt from requiring a licence, stationing a caravan on land may still need planning permission, as it may be classified as a development or a change of use. In this case you will need to contact MVDC's Planning team at planning@molevalley.gov.uk.

The site owner may set site rules on residential caravan sites. The Council does not enforce these rules, although some rules may be a duplicate of the site licence conditions. The site rules are part of the contract between the home owner and site owner, and supplement the Mobile Homes Act Agreement.

The Council is required to keep and publish a register of site rules. We will update this page when we are notified by site owners that rules are in force. The rules that appear below have been written by the site owners, and not MVDC.

If the proposed caravan site is not exempt a licence must be obtained. If you would like to apply for a caravan site licence online, please complete the electronic form through GOV.UK.

Alternatively you can download, complete and return the Caravan Site Licence Application form to: Environmental Health, Mole Valley District Council, Pippbrook, Dorking, Surrey, RH4 1SJ. There is no charge for a licence.

Tacit consent does not apply to this application so your licence will not be valid until it has been confirmed by MVDC.
