How to Submit a Planning Application

Planning applications to Mole Valley District Council (MVDC) can be made in a variety of ways including online via the Planning Portal website, or by downloading a form and sending it to MVDC's office.

Making an online application

You can apply to MVDC for planning permission using the Planning Portal website, which enables you to complete, save and send applications electronically without needing to make multiple paper copies. The portal's service will also let you:

  • create a site location plan (compulsory for all applications)
  • attach supporting documents (such as plans and photographs)
  • pay the application fee online (where required)

Help and guidance is available, if needed, when submitting your application. More information can be found by visiting the 'Make a planning application via the Planning Portal' page and, if you haven't used the service before, please visit the 'Planning Portal login and registration' page (see 'Internet Links'). Once you have registered, or if you are an existing user, log in and follow the instructions.

Local Validation Checklist

MVDC adopted a Planning Application Local Validation Checklist in 2014 (see 'Downloads'). The document details the national and local information requirements when making a planning application to MVDC. Applications that do not include all of the correct information cannot be validated, which can result in delays to you and your development.

Making a paper application

If you wish to make a paper application, please visit the Planning Application Forms and Fees page (see 'Related Pages'). Completed forms should be sent by post to: Planning Department, MVDC, Pippbrook, Dorking, Surrey, RH4 1SJ. Alternatively, you can email the form as an attachment to planning@molevalley.gov.uk.

Buy a map online

All applications must include copies of a location plan based on an up-to-date map at a standard metric scale. The application site should be edged clearly with a red line. Location and Block Plans must not be a Land Registry document, or include data from the Surrey County Council Interactive Map. More information on requirements can be found by visiting the links 'Maps, Plans & Planning Applications: What to Submit' and 'Guidance Notes: Making a planning application online' (see 'Internet Links'). You can purchase site location plans for anywhere in the country through one of the suppliers listed on the Planning Portal (see 'Internet Links'). Alternatively, maps can be purchased in person at MVDC's Pippbrook offices in Dorking.

Planning Application Fees

The planning fees can be calculated using the Planning Portal's Fee Calculator (see 'Internet links'), or downloaded from the Planning Portal (see 'Internet links'). If you are uncertain how the scale of fees applies to your proposal, please call email planning@molevalley.gov.uk or call 01306 885001.

Processing of Planning Applications

A guide to the stages involved in your Planning Application, from submission to a decision, can be found by visiting the 'Planning Application Process' page (see 'Related Pages').

Community Infrastructure Levy (CIL)

All planning applications granted after 1st January 2017 are liable to pay a CIL charge. More information can be found by visiting the 'CIL and Affordable Housing Contributions' page (see 'Related Pages')
